Flea Market Hunting : Who is this guy?

We got this ultra sick looking and rather disgusting but so cool action figure at the flea market but we have no clue who it is!? Anyone can help? Thanks!

    Looks like a Flood Carrier form from the Halo games, possibly made by McFarlane toys.
