This Punisher was released by Toy Biz in 1990 as part of their very first Marvel Superheroes collection. It is not the best looking Punisher but he does feature "cap firing weapons".
The other one was the 1994 Toy Biz version of Spider-Man's villain, Kraven. It supposedly features "spear throwing action" but we haven't figured it how. This Kraven was based on the Animated Series.

I had the same Punisher!! for better Frank castle figures try any of the Marvel Legend releases.
